Stop Copilot Code Reviews Using Member Quotas: Bill the Organization

An automated review on your company's repository uses up a contributor's own Copilot quota. Who pays by default, and how do you move the charge to the organization?

Stop Copilot Code Reviews Using Member Quotas: Bill the Organization
TLDR
  • Organizations can take over review charges associated with members who have paid Copilot licenses.
  • By default, automatic reviews are attributed to the PR author and manual reviews to the requester.
  • Organization billing requires paid AI credit usage; access policies and spending limits still apply.

An organization repository can still consume a member's quota

Organization owners can choose Organization billing when code reviews are exhausting licensed members' quotas. GitHub introduced the option on October 8. Member remains the default for requests associated with members who have paid Copilot licenses.

The default attribution depends on how a review starts:

Review of a human-authored PRDefault attribution
Automatically requested by the repositoryPR author
Manually requested by another personPerson requesting the review

With Member selected, an exhausted member quota causes the review to fail. Organization billing applies to both automatic and manually requested reviews for eligible members. It is an administrative choice, not a setting each contributor changes in their personal quota page.

Change the source in organization code review settings

The current configuration instructions give this route:

  1. Open Organizations from your profile menu and choose the organization.
  2. Open its Settings.
  3. Select Copilot, then Code review in the sidebar.
  4. Find the billing choice for members with a Copilot license and switch Member to Organization.

The organization must have paid AI credit usage enabled. Setting a budget is optional, but it provides a way to constrain the additional usage the organization takes on.

Enterprise policy can determine whether the organization has that choice. Enterprise administrators can require Member billing, require Organization billing, or let organizations decide.

Charges move; consumption does not disappear

Switching the source does not make reviews unlimited. For Business and Enterprise, reviews billed to an organization stop when the applicable organization budget, cost center budget or enterprise spending limit is exhausted.

User budgets and cost center budgets serve different purposes. A limit on an individual's consumption is not the same as a cap on a group's metered charges. Check the limits that apply to the selected source.

Reviews also have two cost components: AI credits for the model interaction and GitHub Actions time for agentic work such as gathering context and using tools. Moving AI-credit billing does not remove that second component from cost planning.

Billing does not grant permission to request reviews

An external paid license can still be blocked by the organization's review-request policy. If the organization restricts requests to authorized users, repository administrators cannot relax that restriction locally.

Members without a Copilot license need separate enablement: paid AI credit usage plus the policy allowing unlicensed members to use code review on GitHub.com. Selecting Organization for licensed members does not activate that access.

For a stopped review, identify the billing source and its applicable limit first. If Copilot cannot be selected as a reviewer, check license eligibility and request permissions as well. Both settings need to fit the team's intended review process.
